What have we come to as a community

I read this in the Sun today…

A STORM has erupted after two council workers filled in a pothole at their local sportsman's club and were given free steak sandwiches in return.

Mick Van Beek and Peter Anderson, who worked on a patching truck out of the City of Greater Geelong's Drysdale depot, went for lunch at Leopold Sportsman's Club last November and, while there, filled in two potholes hazardous to elderly patrons at the request of a manager.
The men completed the job on their lunch break using six shovels of council hot-mix bound for the tip and received two free steak sandwiches for their efforts, at the manager's insistence.
Eight months later, a whistle-blower informed the council of the act and the men were sacked.

Where have we come to when as a community this is how we react to people who filled a hole and got a steak sandwich for the effort!  is there really anything wrong with this?
